After months of work dedicated to the realization the social budget of the Municipality of Udine, I wondered, but the public administration really needs a social accountability, I mean, why should a public demonstrate the social value of its work when it is inherent in its mission? will try to address the issue in my own way.
from a given: the relation PA and city is going through a time of great difficulty in the administration who lives the contradiction of having to face a more careful and responsible citizen through means that are less and less adequate to meet cittadinanza.E want to admit this right - simply and without controversy - that the government needs to address and overcome a series of deficits that are real strengths to assure citizens the opportunity to "assess in an informed way."
Ne elenco alcuni:
- un deficit di trasparenza: l’Ente Pubblico deve essere in grado di consentire ai propri cittadini di esercitare il diritto di conoscere - e la P.A. adempiere al dovere di far conoscere - le politiche, le strategie, gli obiettivi ed i programmi operativi dell'Ente. Tutto ciò va oltre alla pubblicità legale - imposta - dei provvedimenti e degli atti amministrativi;
- un deficit di misurazione dei risultati: la tendenza del sistema pubblico a verificare la corretta rilevazione contabile e misurare la quantità di servizio, a scapito della misurazione della qualità resa, non è stata ancora debellata.
- un deficit di accessibilità alle informazioni: che equivale a dire, deficit di comunicazione. Assolvere all’obbligo previsto dalla legge di pubblicare i provvedimenti o i propri bilanci economico-finanziari non è “comunicare” con il cittadino. Sfido chiunque a dimostrare che questa sia vera informazione.
Ora, se la definizione “bilancio sociale” è ormai di uso comune, non altrettanto diffusa è la consapevolezza di che cosa esso rappresenti concretamente per le pubbliche amministrazioni. Ci rincuora a questo proposito la recente Direttiva sulla rendicontazione sociale nelle amministrazioni pubbliche che indirizza gli enti ad assumere un documento di natura volontaria, che si aggiunge al bilancio economico-finanziario tradizionale, enunciando in maniera forte il principio che ogni ente pubblico ha il dovere to be accountable to all its interlocutors of the effects of administrative action, and recognizing the social budget tool capable of showing the public's overall activities with a view not limited to aspects of economic-financial assets and liabilities, but which represents a unified vision of various aspects of political and social choices, the economic resources available and results achieved.

a) 's Administration: a clear explanation of the activities carried può far comprendere meglio la dimensione normativa del bilancio economico chiarendo, ad esempio, come una determinata posta contabile corrisponda all'erogazione di un preciso servizio, chiaramente individuabile dai cittadini.
b) la Comunicazione: il bilancio sociale diventa il principale strumento di relazione con i diversi stakeholders;
c) la Dimensione politica: le scelte e le azioni politiche vengono confrontate con gli obiettivi precedentemente prefissati.
d) l’Organizzazione: il bilancio sociale è uno strumento estremamente utile anche per una verifica dell’operato interno dal punto di vista dell’efficienza degli assetti organizzativi.
Concludo tentando di dare una risposta alla domanda iniziale, through some additional considerations.
I personally think that the added value that the Social Report can make in relation PA / citizen is proportional to the ability to give this tool the right size box and service, to make it a real support to the awareness and assessment for the citizen. If it needs to justify to public opinion, trying to demonstrate that they are socially responsible and therefore careful to not only produce value for shareholders, but also social value to the community, the public facility that is socially responsible, by definition, needs to manage this "social legitimacy". It is indeed ironic that, although the activities of public administration are primarily driven by social objectives and significant impact on the community, there are no tools to account for this profound and pervasive "social".
